Global Shared Services (GSS) Scaling Framework
The updated 2025 Global Shared Services (GSS) Framework outlines the UN system’s refined approach to scaling location‑independent shared services as part of the broader Efficiency Initiative, embedding full governance within the Business Innovation Group (BIG) and enhancing coordination, monitoring and reporting mechanisms.
Building on the 2022–2024 roadmap, the framework establishes a structured end‑to‑end process, from service ideation and business proposal development to interagency consultation, legal standardisation and implementation, with clear roles for Service Providers, BIG, Development Coordination Office (DCO) and High Level Committee on Management (HLCM) networks.
It introduces strengthened oversight, a standardised business proposal and presentation template, improved engagement pathways, and a new DCO‑hosted dashboard for real‑time monitoring of service adoption and efficiency gains.
The framework also formalises streamlined quarterly utilisation tracking, annual efficiency reporting aligned with UNSDG methodologies and recurring impact assessments to ensure transparent, accountable and scalable delivery of shared services across the UN system.
